अब सिरिया मुद्दामा विश्वले केही गर्नै पर्छ : एउटा खुला पत्र

फागुन १६ – झण्डै पाँच वर्षदेखि युद्ध चलिरहेको सिरियामा अहिलेसम्म साढे ४ लाखभन्दा धेरै नागरिकले ज्यान गुमाइसकेका छन् । राजधानी दमास्कससहित विभिन्न ठाउँमा सरकारी सुरक्षाकर्मी र विद्रोही संगठनबीच भिडन्त भएका समाचारहरु दैनिकजसो अन्तर्राष्ट्रिय संचारमाध्यमहरुमा आइरहेको छ । तर गएको एक हप्तादेखि फेरि सिरियामा चलिरहेको गृहयुद्धले एकाएक चर्चा पाएको छ ।

दमास्कस नजिकैको पूर्वी गुटा शहरमा विद्रोही र सरकारी पक्षबीच भएको भिडन्तमा ५ सय भन्दा धेरैले ज्यान गुमाएका छन् । ज्यान गुमाउनेमा धेरै बालबालिका पनि छन् । मानवीय सहायता पु¥याउने तथा सर्वसाधारणलाई युद्धग्रस्त क्षेत्रबाट सुरक्षित ठाउँमा सार्ने भन्दै संयुक्त राष्ट्रसंघीय सुरक्षा परिषदमा युद्धविरामको सहमति पनि नभएको होइन । तर त्यसले मूर्त रुप लिन सकेन । गुटामा अझै पनि बमबारी चलिरहेको अन्तर्राष्ट्रिय समाचार संस्थाहरुले जनाएका छन् । 

सिरियामा चलिरहेको हिंसा नरोकिएपछि राष्ट्रसंघीय बाल कोष युनिसेफले गएको शुक्रबार एक वाक्यको विज्ञप्ति निकाल्यो । जसमा भनिएको थियो, सिरियामा युद्धमा भइरहेको बालबालिकाको हत्या, उनीहरुको आमा बुवा तथा आफन्तको हत्याको कुनै शब्दले न्याय नै गर्न सक्दैन । विज्ञप्तिसँगै रहेको एउटा नोटमा लेखिएको थियो –हामीसँग अब कुनै शब्द छैन जसले सिरियाली बालबालिकाको पीडा व्यक्त गर्न सकोस । के तिनीहरुसँग केही शब्द छन् जसले अवोध बालबालिकालाई पीडा दिइरहेका छन् ?  

युनिसेफको यस्तो विज्ञप्तिपछि विश्वका विभिन्न देशका दुई सय जना प्राध्यापक, लेखक तथा अनुसन्धानकर्ताहरुले संयुक्त रुपमा खुला पत्र लेखेका छन् । विश्वले अब प्रतिक्रिया जनाउनैपर्छ । शीर्षकमा लेखिएको खुलापत्रमा संयुक्त राष्ट्रसंघीय सुरक्षा परिषद सिरियाको संरक्षणमा असफल भएको उल्लेख गरिएको छ । 
विश्वलाई खुला पत्र

संयुक्त राष्ट्रसंघले सिरियामा भइरहेको हिंसामा आफू निःशब्द भएको बतायो तर हामी निम्न व्यक्तिहरु निःशब्द छैनौँ । हामीलाई विश्वका सरकार, सांसदहरु, शक्ति केन्द्रमा रहेका व्यक्तित्वहरुलाई भन्नुछ जसले अन्तर्राष्ट्रिय नियम कानुनहरुलाई प्रभावित गर्न सक्ने क्षमता राख्ने गर्छन् । 

सिरियामा भइरहेको नरसंहार कसैबाट लुकेको छैन । यो सबै विश्वव्यापी दर्शकहरुको अगाडि भइरहेको छ र सबैले यसलाई प्रत्यक्ष देख्न सक्छन् । रुसको अवरोध तथा पश्चिमा देशको द्विविदाका कारण राष्ट्रसंघीय सुरक्षा परिषदले सिरियाको सुरक्षा गर्न सकिरहेको छैन । सुरक्षा परिषदले अहिलेसम्म गरेको महत्वपूर्ण काम भनेको युद्धविराम अनुमोदन गर्नु जुन कार्यान्वयन हुन सकेको छैन । राष्ट्रसंघले त सिरियामा चलिरहेको युद्धमा मर्नेको संख्या पनि गन्न छोडेको छ सम्भवतः । 

स्थानीय तथा विदेशी लडाकुको सहयोग, इरानको आर्थिक तथा रणनीतिक सहयोग तथा रुसको हतियार तथा सहयोगमा सिरियामा राष्ट्रपति बसर अल असद सरकारले गरिरहेको दमन र विश्वले देखाएको पक्षपातीपूर्ण व्यवहारको मापन कुनै पनि दृष्टिकोणबाट गर्न सकिँदैन । 

अन्यायका विरुद्ध लड्दा सिरियाली नागरिक दिनदहाडै मारिएका छन्, बन्धक बनाइएका छन्, बलातत्कार र अपमानको सिकार भइरहेका छन् । कहिले बम, कहिले रसायन त कहिले गोली खान सिरियाली बाध्य छन् । 

शक्तिमा भएका राष्ट्रहरुले सिरियालीप्रति दया भाव देखाउनु भन्दा धेरै गर्न सकिरहेका छैनन् । उनीहरु युद्धरत पक्षहरुलाई संयमित हुन, सहमतिमा आउन आग्रह गर्छन् । ‘गृहयुद्ध’को संज्ञा दिएका शक्ति राष्ट्रहरुले युद्ध अन्त्य हुनुपर्ने जोड दिएका छन् । उनीहरुले विदेशी सैन्य कारवाहीबाट समस्याको समाधान नहुने बताउँछन् । र, यस्तैबेला विभिन्न दातृ निकायले सिरियाली सर्वसाधरण नागरिकलाई सहयोगका लागि गरिरहेको अपिल पनि सुन्न नसक्नेहरुको कानमा मात्रै परेको देखिन्छ ।

जसरी यसअघि इड्लीब र अफ्रिन बले त्यसैगरी अहिले गुटा पनि बलिरहेको छ । अब के हुन्छ ? सबैले भन्न सक्छन् किनकी गएको सात वर्षमा एउटै सुत्रको प्रयोग भैरहेको छ । नागरिकलाई बन्दी बनाइन्छ, खाद्यान्न, औषधि, अत्यावश्यक सामग्रीहरुमा नाकाबन्दी लगाइन्छ र अन्त्यमा बचेखुचेका नागरिकलाई सुरक्षित स्थानमा लगेको भनिन्छ जसले राजनीतिक चर्चा बाहेक अरु पाउन सक्दैन । 

सिरियाको युद्ध रोक्न सकिने प्रकारको थियो । अझै पनि सम्भव छ तर त्यसको लागि राष्ट्रसंघको रेस्पन्सिबिलिटी टु प्रोटेक्ट (आरटुपी) मा निर्वाचित तथा मनोनित सदस्यहरुले जिम्मेवारी बहन गर्नुपर्ने हुन्छ ।  

सिरियाका नागरिकको पीडा अन्त्य गर्न अहिले भइरहेका सबै प्रकारका मानवता विरोधी गतिविधि रोक्नुपर्छ सँधैको लागि । युद्ध रोक्नुपर्ने कयौँ भूराजनीतिक कारण हुन सक्छन् तर मानिसको बाँच्न पाउने अधिकार भन्दा अगाडि केही आउँदैन । आफ्नो दुर्भाग्यका कारण सिरियालीहरु आफ्नो सम्मानको रक्षा गर्ने जिम्मेवारी आफ्नो मात्र हो भन्ने सोचमा बाँचेका छन् । 

जुन नैतिकता र नैतिक आचरणको बलमा प्रजातन्त्र स्थापना भएका छन् र अन्तर्राष्ट्रिय कानुनहरु निर्माण भएका छन्, ती सबैलाई साक्षी राखेर सिरियामा भइरहेको नरसंहार रोक्न हामी फेरि एकपटक अपील गर्छौ । युद्धविराम तत्काल लागु गर, प्रभावित क्षेत्रमा तत्काल राहत सामग्री पठाइयोस, राजनीतिक बन्दीहरुलाई रिहा गर र सबै सिरियाली नागरिकलाई बाँच्न देउ ।
